Local and regional governments are uniquely positioned to use their purchasing power, including of information and communication technologies (ICT), to advance the rights and digital inclusion of persons with disabilities and older persons. Public procurement is increasingly recognized as a highly effective tool to promote accessibility of digital equipment, software, and public applications. This dialogue will explore a model policy for rights-based public procurement of ICTs in cities, which is currently being piloted by local governments across the globe, providing a compelling rationale and guidance for cities to adopt it.
